Get in touch with your local Honorary Consul for help and advice. Look under “Consulates” on the webpage for your nearest consulate. Someone from the Estonian Embassy in Japan comes each year to deal with passport applications and renenewals but it pays to have all the paperwork checked by the Honorary Consul to make sure all is OK.
